DESCRIPTION

The agency is seeking a systemwide cashiering and payment management solution that integrates with Workday to support secure, scalable payment processing, reconciliation, reporting, and compliance. The solution must support online, mobile, in-person, and auxiliary operations; accommodate diverse payment methods; and integrate with Workday Financial Management and Workday Student while preserving Workday as the authoritative system of record for applicable financial and student transactions.

The proposed platform should provide cashiering capabilities across multiple institutions and business units, including departmental deposits, receipting, cashier sessions, balancing, adjustments, user roles, approvals, configurable workflows, exception handling, usability, scalability, and operational controls. It should also support systemwide merchant management, including multiple merchant accounts, onboarding, configuration, settlement, fee management, processor and gateway coordination, account maintenance, reporting, and governance.

Payment functionality must include e-checks, credit and debit cards, agency bank transfers, payment applications such as PayPal and Venmo, refunds linked to original transactions, and stored-value or declining-balance campus cards. The solution should offer a mobile-responsive user experience with configurable institution-specific branding, payment hardware and processor options, transaction traceability, reconciliation, reporting, SaaS architecture, and interoperability. The five-year contract is intended to balance systemwide governance with institution-specific requirements, minimize vendor lock-in, and provide long-term operational and financial value.
