DESCRIPTION
The issuing organization is seeking a vendor to provide a public mass notification system for communicating immediate or imminent risks and threats to the public. The system must support geographic call list generation through a GIS map interface and provide notification through multiple delivery methods.
The solution must automatically report whether recipients have confirmed receipt of a message and support defined calling-order strategies based on the first positive response. When a response is received, the system must halt further contact efforts and notify in-progress contacts that another person has already responded. It must also support text-to-speech delivery to telephone devices, as well as prerecorded and on-the-fly outbound messages.
The system must interface with the ESRI ArcGIS mapping environment. The contract period will be three years, and all vendor questions must be submitted by October 12, 2026.
