DESCRIPTION


The Town seeks a vendor to provide a fully integrated, web-based payroll, human resources, time and attendance processing solution. The system must support payroll management, including start and stop dates for supplemental compensation such as coaching payments and stipends, tracking hours worked by rehired retirees to ensure compliance with the 960-hour limit, pay schedule changes, off-cycle payroll processing, combined or separate processing for locations and pay groups, and temporary deduction overrides.

The payroll system must analyze and process employee earnings and supplemental earnings in accordance with union contracts and Town pay plans. It should provide at least monthly, and preferably biweekly, transaction analysis reports organized by financial system fund, department, and object code for review and approval by authorized payroll users or managers. The system must also support prioritized deductions, check and direct deposit advice generation, and the ability to print messages on checks or advices.

The human resources system should maintain records for full-time, part-time, seasonal, and temporary employees across Town and school departments, as well as retirees and spouses who maintain a relationship with the Town. Required capabilities include inquiry-only access to payroll information, absence information access, insurance coverage access for claims processing, retirement salary tracking based on the highest three or five salary levels, and employee self-service for viewing personal information such as address, date of birth, tax status, exemptions, and deductions.
