Universal Reading Screener Solution

The vendor will provide a universal reading screener solution for use in Kansas. The solution must support industry-standard interoperability specifications and enable interoperable data exchange with systems widely used across the state. It must also provide direct data transfer to the Kansas State Department of Education, including the State Student Identification Number (SSID), also known as the KIDS/KEDS number.

The solution must include an intuitive data dashboard that improves data review efficiency, supports filtering of specific subskill reports, and enables report creation. Assessment administration must be brief, with results producing subskill and composite scores by grade level three times per year. Vendors must clearly describe the time required to implement and administer assessments at each grade level. The solution must also include a robust progress monitoring component and produce clear, transparent reports for educators, students, and caregivers.

Reports must be available in English and Spanish, as well as any additional languages offered, and must include both rate and accuracy measures for fluency outcomes. The contract period will be five years. All questions must be submitted no later than September 16, 2026.
