The City of Avondale, Arizona, seeks professional consulting services to develop an agency Transition Plan supporting the identification, prioritization, budgeting, implementation, and monitoring of accessibility improvements across City programs, services, facilities, parks, and public rights-of-way. The selected consultant will use previously completed accessibility survey work for parks and public rights-of-way, complete the remaining review of City buildings and associated public site elements, consolidate barrier information into a structured inventory, and prepare a plan for City review, public comment, adoption, and public posting.
The final deliverables will include an agency Transition Plan and a City-owned tracking system that enables staff to assign responsibilities, update statuses, document completed work, attach supporting evidence, and report progress over time. The consultant will conduct a project agency meeting, prepare and maintain a document and data request log, and develop a standards and methodology memorandum covering survey methods, data fields, prioritization, cost-estimating assumptions, and the tracking system concept. The contract period will be one year. Questions are due August 26, 2026, and a non-mandatory pre-bid meeting is scheduled for August 20, 2026.
