Real-Time Flood Forecasting Software

The vendor will provide a real-time flood forecasting software solution that integrates forecasted rainfall, water level data, and current hydrologic conditions to predict potential flooding scenarios. The solution must graphically display flooding impacts on streets, buildings, utility buildings, and other affected areas, using points for buildings and ground flooding and lines for streets.

The system must perform computations using rainfall and water-level forecasts updated at least twice daily, as well as gage data in the format reported by the gage data management system. It must provide an application programming interface or another method for obtaining data from external platforms. Dashboards must enable users to drill down into map locations to review projected water levels and flows through infrastructure such as weirs, pipes, bridges, and gated structures.

The software must be accessible from any internet-connected device, including mobile devices, and operate continuously with appropriate server redundancy. It must allow authorized users to modify pump operations and water-control-structure gates, add temporary pumps for emergency response, and enforce existing ArcGIS Online access controls. Questions must be submitted by August 31, 2026.
