The agency is seeking a vendor to replace its legacy Message Switch System, a mission-critical public safety platform that enables secure, real-time exchange of criminal justice information among local, state, and federal law enforcement systems. The selected vendor will design, configure, implement, and support a fully operational replacement solution, preferably using a cloud-native or hybrid deployment architecture.

The scope includes providing all labor, professional services, software, licensing, implementation, integration, testing, documentation, training, project management, maintenance, and technical support. The replacement system must support secure interoperability with existing public safety applications and authorized external criminal justice information systems, migrate existing configurations, routing rules, interfaces, and required historical and operational data, and provide standards-based API integration with current and future county applications.

The solution should improve resiliency, cybersecurity, operational efficiency, disaster recovery, scalability, and long-term maintainability.
