DESCRIPTION

The issuing agency is seeking a vendor to provide a Human Resource Information System (HRIS) that supports the full employee lifecycle across the organization. The system is intended to cover core human resources functions, recruiting, onboarding, offboarding, performance management, records management, reporting, and related workforce support services.

The HRIS must include a centralized Core HR module to maintain accurate and authoritative employee records, along with secure employee and manager self-service capabilities for viewing and updating permitted information. The solution must also support recruiting and applicant tracking, either through a native talent acquisition platform or integration with an existing external platform. Additional required capabilities include configurable onboarding services for employees, judges, and agency-funded staff, as well as standardized offboarding for voluntary and involuntary separations.

The requested system must further provide time off and leave management, allowing employees to submit vacation, sick leave, and other absence requests through self-service. A performance management module is required to support goal setting, evaluations, progress notes, notices of concern, and performance improvement plans. The solution must also include discipline and grievance tracking with configurable workflows and visibility into key deadlines.

Reporting and analytics capabilities are required to support operational and compliance needs through standard reports and configurable dashboards for HR staff, managers, and leadership. The agency also expects branding, customization, and future functional expansion features, including visual themes, logo placement, dashboard configuration, branded forms and notifications, and other user-facing presentation options. The contract period is expected to be two years.
