Downtown Mixed-Use Housing Implementation Strategy and Development Readiness Services

The City seeks consultant services to develop an implementation-oriented strategy for downtown mixed-use affordable housing, moving from due diligence and market validation through development feasibility, an implementation roadmap, and a procurement-ready developer solicitation. Services will include project management, grant compliance, development readiness and constraints assessment, market and financial analysis, a native financial model, development strategy, and a mixed-use housing concept plan.

The consultant will review existing GIS, assessor, mapping, aerial, survey, infrastructure, transportation, utility, and related data; identify material data gaps; and assess housing market conditions, development feasibility, infrastructure, mobility, environmental considerations, and project delivery strategies. The work will also include targeted outreach to residents, property and business owners, neighborhood and community organizations, housing organizations, public agencies, institutional partners, and other stakeholders.

The final deliverables will synthesize project findings into a coordinated action program, funding strategy, development procurement strategy, final implementation strategy, and implementation-ready solicitation package. Additional services include grant applications, funding strategy updates, financing assistance, and delivery of a final electronic and native project archive.
