DESCRIPTION


The government authority in Honolulu, Hawaii seeks a vendor to provide on-site monitoring services for a private prison contractual agreement. Monitoring activities will use the applicable contractual agreement, state statutes, and remote access to the offender tracking system or any successor system.

Services will include serving as a liaison on compliance matters; conducting daily on-site reviews, including unannounced reviews, across all three shifts; reviewing facility operations, staffing plans, mandatory posts, vacancies, and overtime issues; and performing immediate on-site reviews of critical incidents such as assaults resulting in injury, riots, facility disturbances, and lockdowns.

The vendor will prepare electronic written reports and assessments in a compatible format within three days of completing each assessment. Monthly summary reports will include facility activity statistics and narratives concerning inmate population issues. The vendor will also recommend modifications to the contractual audit instrument when needed and may inspect out-of-state correctional facilities that could house inmates, including conducting audits, assessments, analyses, and reporting.
