Basic Conditions Study Services

The government authority located in Pittsburgh, Pennsylvania is seeking a vendor to provide basic conditions study services for sites designated for major mixed-use developments. The selected consultant will be responsible for assembling, preparing, and conveying study sites, as well as supporting a range of development programs including financing for business location, relocation, and expansion, housing construction and rehabilitation, and home purchases and improvements.

Study assignments may be allocated all at once or spread out over several months, and these locations might not be contiguous. The consultant will be tasked with surveying every parcel within each study area to assess for characteristics of blight as detailed in section two of the Urban Redevelopment Law. This includes evaluating for unsafe, unsanitary, inadequate, or overcrowded dwelling conditions, inadequate area planning, excessive land coverage by buildings, lack of proper light, air, and open space, defective building design and arrangement, faulty street and lot layouts, as well as economically or socially undesirable land use.

The objective of this study is to inform development efforts and redevelopment decisions, ensuring a comprehensive understanding of the area’s physical and social environment.
