Adult Protective Services (Due November 6, 2026)

A New York government authority is seeking a provider for citywide adult protective services for adults aged 18 and older with mental and/or physical impairments. Services include case management, benefits assistance, healthcare referrals, and relocation support.

Must have at least three years of successful relevant experience within the last five years serving adults 18 and older with mental and/or physical impairments.
Must have an organizational structure and capacity to integrate the program into overall operations.
Must hire qualified staff including a Program Director with a master's degree in a social service related field and five or more years of supervisory experience.
Must maintain a minimum active caseload of 500-505 clients depending on the award.
Must have a staffing ratio of one supervisor per five case managers.
Must have a PASSPort account and an Approved HHS Prequalification application.
Must be able to commence investigations and home visits within 24 hours for life-threatening situations.
Must be able to manage up to 115% of the maximum contracted caseload at no additional cost.
Must provide three letters of reference from non-government entities.
Must provide a staffing plan describing all staff assignments.

The contract term is anticipated to begin on July 1st, 2027, and end on June 30th, 2030.

The issuing government authority seeks a vendor to provide adult protective services citywide across all five boroughs of New York. Services will support adults aged eighteen and older, regardless of income, who are mentally and/or physically impaired.
