DESCRIPTION

RIHousing is seeking to engage one or more qualified firms or individual professionals to serve as administrative hearing officers. The hearing officers will preside at informal hearings related to an Owner’s decision not to admit an applicant to their PBCA project-based voucher development. The successful respondent must have demonstrated experience with HUD rental assistance and other housing programs, specifically HUD Handbook 4350.3. The contractor will be responsible for scheduling meetings, coordinating interpreter services, recording hearings, and providing final written decisions within five business days of the hearing. Hearings will be conducted virtually via Zoom or at RIHousing’s office in Providence, Rhode Island. The contractor must be able to begin performing hearings no later than January 1, 2027.
