SUMMARY

Sources Sought for contractors capable of correcting FCA deficiencies through construction at Tucson CMOP, Arizona; includes facility improvements and security upgrades.

DESCRIPTION

The Department of Veterans Affairs is seeking interested and qualified construction contractors for the Correct FCA Deficiencies Construction Project at the Tucson CMOP facility in Arizona. This project aims to address key recommendations from a Facility Condition Assessment completed in 2022 and a Physical Security Risk Assessment from 2021, focusing on infrastructure enhancements and security upgrades in the facility. The procurement is set aside for Service-Disabled Veteran Owned Small Businesses under NAICS code 236220, with the estimated contract value ranging between $1,000,000 and $5,000,000.

The scope of work includes constructing a dedicated two-hour fire rated secure room for the EES, modifying the EES to provide full backup power for the facility, expanding fuel storage capacity to support a 48-hour emergency supply, and providing N+1 redundant EES with a second generator and necessary dock and compactor modifications. Additional work includes adding HVAC under the mezzanine, connecting the building's fire line to a backflow preventer, and replacing the roof with a thermoplastic polyolefin membrane system. Construction will be phased to minimize operational impacts, starting with a loading dock extension, relocation of waste compactors, installation of new metal ramps and platforms, and upgrades to the generator area, HVAC, fire line, and roofing.

Interested contractors are invited to submit a capability statement detailing their relevant experience, company information, bonding capacity, and socio-economic status. This announcement is for information and planning purposes only and does not constitute a solicitation or commitment to award a contract.
