DESCRIPTION


The Gulf Coast Workforce Board seeks a vendor to provide workforce financial aid services, serving as the fiscal and payment-processing agent for the organization. The selected subrecipient will be responsible for managing all financial aid transactions associated with Workforce Solutions Career Services programs, ensuring accurate and timely payment processing.

The role includes implementing and maintaining robust internal controls to prevent duplicate, unsupported, or improper payments. The subrecipient will also be required to identify, track, and recover overpayments made to vendors or customers, with causes for overpayments including billing discrepancies, service delivery issues, or fraud. Additionally, the subrecipient will administer the Financial Aid Management System, authorizing, tracking, and monitoring all financial aid expenditures to ensure compliance and accountability.

A non-mandatory pre-proposal conference will be held on April 2, 2026, and questions are due by April 7, 2026.
