A Pennsylvania agency is seeking a qualified vendor to provide comprehensive workforce development strategic planning services. The selected vendor will be responsible for designing and executing a strategic planning process that results in an actionable roadmap to guide workforce development efforts in the region.
Key responsibilities include identifying program outcomes, service gaps, and opportunities for enhanced coordination. The vendor will review current strategic plans, policy documents, and reports related to workforce development, and synthesize recent labor market research, economic forecasts, and workforce trends. The scope also includes developing strategic initiatives, mapping existing funding streams across federal, state, local, philanthropic, and private sector resources, and analyzing funding gaps with recommendations for leveraging and diversifying financial support.
The vendor will assess regional employer demand, growth industry sectors, emerging occupational opportunities, and suggest strategies for improved system coordination, service delivery, innovation, and sustainability. Deliverables will include an executive summary and presentation materials, as well as a comprehensive strategic plan with supporting appendices. Strategic priorities must align with economic development, equity, and community needs in Pennsylvania.
