The government authority in Colorado seeks a vendor to provide a comprehensive Work-Integrated Learning Research Group service. The goals of this initiative include generating robust evidence on the impact of industry-sponsored Work-Integrated Learning (WIL) projects across students, faculty, employers, and institutions. The selected vendor will be tasked with building standardized and scalable measurement methods adaptable to diverse institutional contexts, and with developing actionable policy recommendations to support statutory changes, funding strategies, and policy improvements at both the state and institutional levels.

The initiative also aims to establish Colorado as a national leader in this field by creating comprehensive resources that enable replication of successful models by other states. Key responsibilities include designing and implementing a rigorous evaluation framework, delivering actionable insights to facilitate continuous program improvement, and compiling a final report and toolkit suitable for replication. Vendors must ensure strong data security controls, including encryption in transit and at rest, least-privilege access, audit logging, secure environments for analysis, documented incident response, and de-identification of student data where feasible. Reporting frequency and data collection methodologies should be consistent and well-defined.
