DESCRIPTION


Washington is seeking a qualified vendor to deliver comprehensive website video hosting and support services using the WordPress platform. The selected contractor will be responsible for providing live video coverage of public meetings via cable, the organization's website, and social media accounts, ensuring robust live streaming capabilities including two concurrent 24/7 streams with adaptive live bitrates. This service must support sending 1080i video with embedded audio to web encoders and feature the display of 608/708 live captions from EEG caption encoders.

A core requirement is the provision, implementation, and maintenance of a secure WordPress plugin to integrate the contractor's video management and streaming platform with the WordPress site. All content must adhere to WCAG 2.1 Level AA accessibility standards under Title II of the ADA for both web and mobile platforms. The contractor's solution should enable live and archived content to be accessed seamlessly on a wide range of devices and browsers. Additional features include the ability to schedule, pause, and stop live recordings; simulcasting to Facebook and YouTube; maintaining and expanding the video archive; editing recordings; and publishing meeting agendas with interactive features for viewers.

The vendor will also be required to facilitate the migration of existing databases, media content, and streaming infrastructure, including coordination with current providers Inventus and Site Crafting. Proposals should include estimated migration costs, a timeline, and an overview or training plan for the new content management system. The contract duration is three years.
