DESCRIPTION


The municipality seeks a vendor to provide comprehensive website redesign, migration, and implementation services utilizing a modern Content Management System (CMS). The new website must serve as an effective, user-friendly first point of contact for residents, businesses, and tourists seeking information about municipal events, programs, and services.

The selected vendor will develop and maintain a detailed project plan, integrating research and feedback from internal stakeholders, to guide all phases of the redesign. Emphasis will be placed on user experience, navigation, and content strategy. The scope includes designing a visual style guide covering elements such as links, buttons, navigation tabs, call-to-actions, image sizing, and other user interface features. The design approach must be informed by data-driven research and usability testing, adhering to best practices in user experience and user interface design.

All existing website content—including pages, documents, forms, media, and calendar listings—will need to be migrated. The solution should support secure architecture, accessible online applications, fillable forms, and enable online payment and service transactions. Additionally, the technology should provide a mechanism for integrating an AI-powered customer service chatbot and offer long-term CMS maintenance that avoids costly upgrades. The system will support user-based permissions, workflow notifications, content authoring controls, automatic sitemap generation, creation of friendly URLs, image optimization, and enhanced search indexing functionality.
