A British Columbia authority is seeking a qualified vendor to deliver comprehensive website redesign, content migration, UX and UI enhancements, and ongoing maintenance services utilizing a content management system (CMS). The project aims to modernize the authority’s digital presence by improving the website's design, functionality, interactivity, and accessibility. The selected vendor will ensure that the platform is fully optimized for accessibility standards, mobile responsiveness, and emerging search and AI technologies.
Development will occur within the Authority’s Microsoft Azure platform-as-a-service environment, supporting automated system and version upgrades. The new CMS must be secure, scalable, and feature robust role-based access and version control. The vendor will be responsible for implementing strong security and privacy controls, including mechanisms for informed consent and transparency regarding terms of use, data collection, and retention practices, especially when handling licensed third-party content.
Key responsibilities include reviewing the Authority’s objectives, audience needs, and regulatory requirements; assessing the current website’s content and technical structure; identifying primary user groups and critical user journeys; and developing an information architecture with wireframes and page templates for core content types. The vendor will support content review, restructuring, migration of approved content, and thorough validation of the new site through usability, accessibility, security, and cross-browser/device testing. The scope also covers deployment support, staff knowledge transfer, and defined service levels for post-launch maintenance, incident response, and issue resolution to ensure sustained website performance and compliance over time.
