Website Management and Unclaimed Property Operating Database service

The State of Delaware is seeking a qualified vendor to provide comprehensive website management and an unclaimed property operating database service. The required solution must be web-based, accessible via standard browsers such as Microsoft Edge, Google Chrome, and Mozilla Firefox, and support integration with Delaware's Single Sign-On (SSO) system. Security is a top priority, with requirements for multi-factor authentication for claimant registration, user and role-based security, segregation of duties, and file encryption over sFTP. The new system must also facilitate the migration and validation of existing records across multiple functional areas including holder reporting, claims, securities, website data, and imaging.

The proposed platform should capture all reporting and financial data from unclaimed property holders, provide tracking for audits and securities, and manage claims processing information with a robust, configurable workflow. It must also include a document management system, support mobile-friendly website administration, and feature an intuitive search interface—allowing searches by name or property ID, filtering results, adjusting value ranges, and selecting multiple properties for claims. Additionally, the system should be able to guide claimants on required evidence for ineligible claims and provide granular tracking for claim progress.

This project requires a vendor with proven experience in secure website management and operational database solutions, specifically for unclaimed property administration. The successful vendor will deliver a modern, user-focused, and highly secure system tailored to the needs of Delaware.
