Required functionalities include faceted search, standardized detail pages, and a split view toggle for comparing multiple documents simultaneously. The CMS framework must support regular data input and the dynamic hosting of new materials by staff, with user-friendly administrative tools enabling non-technical personnel to manage routine updates.

Additional deliverables comprise the implementation of a robust submission, review, and publish workflow with role-based permissions and content versioning.
