The selected vendor will provide comprehensive website development, design, implementation, and support services utilizing WordPress, Drupal CMS, or an equivalent open standard platform. Services will encompass a full project lifecycle including assessment of existing website content, analytical review, identification of pain points, and formulation of a content strategy and site architecture.
Key tasks include user experience and visual design, user journey mapping for essential functions (such as online payments, agenda tracking, and permit applications), and content migration and governance planning. The scope also covers automated and manual content migration with appropriate URL redirects, advanced search capabilities, document/agenda management tools, and integration or development of online forms. The final website must be modern, secure, accessible, and fully functional across different browsers and devices.
Additional requirements include comprehensive administrator and editor training, with sessions to be recorded for future reference. All questions regarding the RFP are to be submitted no later than April 24, 2026. The anticipated contract period is three years.
