The selected vendor will be responsible for the planning, design, development, implementation, and ongoing support of a modern, secure, and accessible public website utilizing a content management system (CMS). The scope includes conducting a current-state assessment involving content inventory, analytics review, evaluation of site pain points, and risk identification. Vendors must establish information architecture, design site maps, and develop a comprehensive content strategy.
Key deliverables will include user experience and visual design, content migration (both automated and manual with necessary redirects), user journey mapping and wireframing for essential services such as tax payments, accessing agendas/minutes, and permits. The contract requires the implementation of a CMS such as WordPress, Drupal, or a similar open standard platform, as well as advanced search capabilities, document/agenda management, and both native or integrated online forms. The project also calls for functional, cross-browser, and device testing to ensure accessibility and reliability.
The vendor will provide administrator and editor training, including recorded instructional sessions, and offer guidance on content governance. The term of the agreement will be for three years.
