An agency in Alberta is seeking a qualified vendor to design, develop, and deploy a new public-facing emergency website utilizing a Content Management System (CMS). The project requires a full-featured site that emphasizes performance, security, accessibility, scalability, and a clean, intuitive design. The selected CMS must support Single Sign-On (SSO) integration with Microsoft Entra ID (Azure Active Directory) for administrative and editorial users, empowering agency staff to independently manage and update content without ongoing technical support.

The website must be hosted on an infrastructure that ensures high availability and can accommodate significant traffic surges during emergency events. Key technical requirements include comprehensive documentation of the hosting environment and CMS architecture, integration capabilities with ESRI ArcGIS (or an equivalent mapping platform) for both embedding and linking to interactive web maps, and mobile device compatibility.

The scope of work further includes conducting thorough testing—such as load and performance, mobile and browser compatibility, and WCAG 2.2 AA accessibility compliance.
