The website must be hosted on an infrastructure that ensures high availability and can accommodate significant traffic surges during emergency events. Key technical requirements include comprehensive documentation of the hosting environment and CMS architecture, integration capabilities with ESRI ArcGIS (or an equivalent mapping platform) for both embedding and linking to interactive web maps, and mobile device compatibility.
