This RFP seeks a qualified vendor to deliver comprehensive website design, development, hosting implementation, migration, and ongoing maintenance support using Drupal, Wix, and WordPress content management systems. The selected partner will be responsible for maintaining these platforms, including regular core and module updates for security and stability in line with best practices issued by the Drupal Security Team. Support also includes the maintenance of select websites built on Wix, WordPress, or similar website builders.
Vendors must ensure compliance with ADA standards, Web Content Accessibility Guidelines (WCAG), and any relevant county or departmental requirements. Support for multi-language solutions such as Google Translate must be maintained. The scope also covers the development and support of custom web applications and sites hosted on Amazon AWS infrastructure (EC2, S3, CloudFront, Elastic Beanstalk, or equivalent services), as well as WordPress deployments on both self-hosted environments and WordPress.com-managed instances. Responsibilities include theme and plugin management, developing new websites in alignment with branding and accessibility requirements (Section 508 / WCAG 2.1 AA), content and site migration between platforms with minimal downtime, and the development of custom themes, templates, plugins, and integrations with third-party systems like CRMs, payment processors, APIs, and analytics platforms.
The contractor must ensure that all AWS infrastructure meets Office security policies and adheres to applicable federal/industry standards such as FedRAMP and NIST 800-53. Additionally, the vendor will configure and maintain AWS CloudWatch monitoring, logging, and alerting. The contract period is three years.
