The client is seeking a vendor to provide comprehensive website design, development, hosting, and maintenance services. The project involves creating a modern, user-friendly website that presents ornithological data from three Atlas periods for approximately 250 species. The website should feature text, tables, photos, figures, and robust interactive maps, allowing users to explore results and toggle various maps, modeled outputs, and environmental layers for each species.

Vendors are expected to establish the website framework and structure, enabling the client to add most of the content after the creation of page templates. The design should prioritize desktop optimization with at least minimal mobile functionality, ensuring smooth navigation between sections and seamless transitions between species accounts and their interactive maps. Maintenance requirements include implementing security updates across the technology stack, responding to cybersecurity incidents in real-time, applying system backups, and managing changes from third-party libraries. Interactive mapping integration, utilizing services like AGOL, PostgreSQL, and Leaflet, as well as user authentication for download tracking, are essential components.
