The contracting authority in Ireland seeks vendors to deliver comprehensive webcasting services that enable audio and video streaming accessible via standard Internet connections, such as 4G mobile and fixed broadband. The solution must utilize HTML5 codecs and allow viewers to access associated presentations or documentation simultaneously with the livestream. Viewers should be able to provide feedback via email during events.
Archived webcast content must be available on-demand online for at least 12 months following each event, with long-term cloud storage provided for audio/video files, indexes, and metadata. Cameras used should record at a minimum of full HD (1080p) quality and be remotely controllable from a dedicated operator desk or via wirelessly connected devices.
The service must ensure unobtrusive camera placement, adequate hosting/cloud server space for all events and archives, and seamless hosting and streaming of archived material. Website integration is required; all web pages must align with the Council’s branding and pass W3C validation tests. The web front end should be HTML5 compliant and support playback controls, including starting archived content at specified points. Online help documentation must cover both content capture and end-user components, and the contractor will be responsible for all system security, file organization, and database administration. Training, support, and live webcast assistance are expected as part of the engagement.
An individual site visit will take place on April 20, 2026. All questions regarding the RFP must be submitted by April 24, 2026.
