Web Programming and Design Services using CMS

A Virginia agency is seeking a contractor to provide comprehensive web programming, design, and Content Management System (CMS) services. The selected vendor will be responsible for maintaining, modifying, and enhancing the agency's web presence, including website design and redesign to improve usability and accessibility. Services also include development and maintenance of applications, electronic publication of statistical reports and related information, creation of documentation, quality assurance processes, and ensuring website accessibility compliance.

Technologies in use include HTML5, XML, CSS, ColdFusion, Sybase, Java/JSP, Oracle, High Charts, and PDF Reactor. The contractor should demonstrate expertise in CMS development and converting various content types, particularly complex statistical documents, for online presentation. Duties may require the redesign of site structure and navigation, as well as maintaining internal SharePoint pages.

System administration tasks are also required, such as monitoring server buildout, configuration, patching, and maintenance, along with testing, validation, and ensuring 24/7 uptime with off-hour support. The role includes content archiving using best practices, with current archiving managed via Archive IT. The contractor will evaluate technical solutions for content archiving, provide analysis reports, and implement archiving solutions for CMS-managed content. Additionally, the vendor is expected to advise on and carry out search engine optimization (SEO) strategies to improve search rankings on major platforms such as Google and Bing.
