DESCRIPTION


The State of Vermont seeks a vendor to provide a web-based volunteer management system for statewide public health volunteer management and mobilization. The system will support emergency and non-emergency missions in accordance with public health emergency preparedness and hospital preparedness program grant recommendations.

The solution must enable the state to recruit, vet, track, mobilize, and deploy volunteers. Key requirements include a SaaS platform with robust performance, maintenance, support, security, and disaster recovery features. The platform must allow secure access for VDH employees, partners, and volunteers, and provide integration options for existing legacy data if applicable.

Core functionalities involve volunteer registration, approval, credentialing, tiered administrative controls, credential/license verification, event tracking, queries, reporting, and mass communication tools (email, phone, text, etc.). The system should include online help, training media, and the ability to integrate or natively provide badging software. Professional project management services are required to oversee implementation, and ongoing technical support must be available for both administrators and volunteers. The initial contract will last five years.
