The state of Illinois is seeking a vendor to provide a web-based unified communications and VoIP telephone system designed to support seamless business communications and enhance organizational efficiency. The desired system must include a centralized, web-based administration console for managing users, extensions, and call flows, with support for role-based administrative access and audit logging.
Key technical requirements include deep integration with Microsoft 365 and Entra ID (Azure AD) for Single Sign-On (SSO) authentication, as well as interoperability with Microsoft Teams and Outlook for contact synchronization, presence indicators, and calendar integration. The system should offer advanced call features such as transfer, hold, park, pickup, conferencing, intercom, as well as voicemail-to-email capability with optional transcription. Further capabilities include integrated video conferencing or screen sharing, AI-powered tools like transcription, sentiment analysis, and call categorization, and support for speech-to-text and virtual attendants. Mobile device management (MDM) integration is also required for secure softphone provisioning.
Additional requirements include open-standard SIP interoperability with major providers, cloud backup or disaster recovery for PBX configurations, and full integration with Informa Cast by Singlewire to support emergency notifications, paging, and bell systems. Compatibility with both Windows and macOS clients authenticated through Azure AD is essential. The system must facilitate presence indication, busy-lamp field (BLF), call pickup, and one-touch paging to Informa Cast zones, ensuring robust communication capabilities across a diverse user base.
