DESCRIPTION


The State of Connecticut is seeking a vendor to deliver a comprehensive, unified solution for web-based payment modernization, mobile wireless payment acceptance, unified cash management, and treasury integration. This initiative aims to fully replace existing fragmented, department-specific, and vendor-controlled payment systems with a single, standardized platform. The solution should support mobile wireless payment acceptance using handheld devices, digital wallets, online payment portals, and peer-to-peer platforms, including compatibility with Google Pay, Apple Pay, Venmo, PayPal, wire transfers, and all major credit cards.

Integration with Munis ERP and other system platforms is mandatory to ensure streamlined, transparent, and scalable financial operations across the city. The system must feature ruggedized mobile terminals supporting 4G/5G/LTE/Wi-Fi, instant digital receipts (via SMS or email), and compatibility with portable Bluetooth printers. Additional requirements include a web-based interface for back-office processing of mail and phone payments, dynamic QR code generation for on-the-spot mobile payments, and secure SMS links for instant invoice payment.

The objective is to establish a turnkey, enterprise-grade payment ecosystem that reduces administrative burden and operational fragmentation. The contract period for this project will be two years.
