The City of Ontario is seeking a vendor to provide a comprehensive web-based parking mobile payment and permit solution. The desired platform should enable real-time initiation, extension, and termination of parking sessions through a mobile application (iOS and Android), a mobile-responsive web interface, and offer optional phone or SMS access for users without smartphones. The solution must support both license plate-based and space-based payment models, with the flexibility for prepaid and postpaid payment options, and secure storage of user payment history and digital receipts.
Key requirements include integration with digital wallets such as Apple Pay and Google Pay, API-based connectivity with third-party enforcement platforms, and a secure, web-based administrative portal for city staff to monitor, manage, and audit transactions. The solution should offer customizable reporting, end-to-end data encryption, and comply with all applicable privacy legislation. Additional features include digital permit management and sales, compatibility with existing pay stations or meters, dynamic pricing capabilities, in-app wayfinding and parking guidance, and possible integration with transit or multimodal mobility platforms.
Vendors must ensure that their solution provides secure administrative access for city staff and robust data protection. All questions regarding the project must be submitted by October 28, 2025.
