Web-Based P-Card and Payable Solutions

A county in Virginia is seeking a qualified vendor to deliver web-based procurement card (p-card) and payable solutions. The selected provider will supply, issue, and support p-cards that are widely accepted across various merchants. Card format and design requirements include two distinct designs, each featuring separate logos, business names, and tax-exempt numbers, with all design submissions subject to county approval following the contract award.

The solution must offer robust administrative controls, allowing authorized users to manage p-card settings and execute real-time updates around the clock via the bank’s online portal. Administrators should also have the ability to suspend or terminate p-cards for convenience. The web-based administration and reporting platform must deliver flexible and customizable reporting options, retention of historical data for up to five years, support for unformatted file exports such as CSV, and read-only access for designated users.

Security is a core requirement, with strict protocols for the safeguarding of p-card information and the secure transmission of electronic billing files. Vendors must submit questions regarding this procurement no later than February 20, 2026.
