DESCRIPTION


The State of South Carolina is seeking a vendor to provide a comprehensive web-based online reverse auction solution. This solution must enable and facilitate reverse auctions through an online system that offers electronic, real-time bidding, robust reporting, and bid tabulation functionalities for buyers.

The selected contractor will be responsible for delivering both online and human-delivered services throughout the auction process. This includes providing detailed written instructions and online tutorials to prospective bidders, as well as conducting training for registered bidders prior to the auction event. The vendor must supply summary reports of the auction outcomes to the buyer and ensure thorough facilitation of every auction aspect using the proposed online system, with human assistance as needed.

Additionally, real-time technical support must be available to prospective and registered bidders before, during, and after each online auction event. The contractor is also required to notify the buyer of any no-response bids or instances of non-compliance. The initial contract period will be for one year.
