This Request for Information (RFI) seeks input from qualified firms capable of providing an enterprise commercial-off-the-shelf (COTS) web-based learning solution, including content, platform, and related services. The RFI is part of a market research initiative to help refine acquisition strategy, make determinations regarding small business set-asides, and inform a potential statement of work.
The intended solution must support a minimum of 50,000 authorized users and be scalable to 150,000, with the capability for over 100,000 concurrent users. Required features include delivery of various content types such as conformant courseware, eBooks, video, virtual or practice labs, certification preparation and practice exams, repeatable knowledge checks, and simulated learning scenarios. The platform must be vendor-hosted, available 24/7, and support robust integration, accreditation, accessibility, security measures, comprehensive reporting, administration, and appropriate staffing.
Vendors should demonstrate expertise in large-scale enterprise learning systems and be able to address all aspects required for content, platform functionality, and service support.
