A correctional facility in Virginia is seeking a qualified provider for a web-based integrated inmate communication system. The scope of work includes the design, implementation, operation, maintenance, and support of a turnkey communication platform that facilitates inmate telephone services, communication via tablets, and video visitation. The system must fully comply with all security, operational, legal, and regulatory standards relevant to modern correctional facilities.
The solution should provide various types of inmate telephones such as wall-mounted, pedestal, and portable phones, as well as in-pod wall-mounted kiosks—at least one per housing unit—and deposit kiosks. The selected platform must also handle all inmate communications, including requests and grievances, and permit facility responses, while allowing for the review and indefinite preservation of inmate messaging and video visitation records. The administration of user permissions, including those for regional jail and external users, must be managed at the direction of the facility.
Key technical requirements include a coinless, station-to-station collect call system compatible with both touch and rotary dial phones, with clear voice prompts and effective call blocking capabilities (up to 1,000,000 numbers, area codes, or exchanges). The system must also support automatic call blocking after failed collect charge attempts, provide call branding and notification features, and support answer and termination detection. A single sign-on platform is required for all services covered under this project, including ITS, tablets, video visitation, and deposit services.
