DESCRIPTION


Travis County in Texas is seeking vendors to provide a secure, compliant, and fully integrated web-based inmate communications and services platform. The solution must support inmate telephone services, video visitation, tablet services, mail processing, and related communication technologies. Vendors are required to deliver a reliable, high-availability system with round-the-clock technical support.

Key functionalities include automated information services through an interactive voice response system that allows automated access to inmate information, status, and visitation details for the public. The system should also provide mail scanning and digital mail delivery services, ensuring secure receipt, scanning, processing, storage, and electronic delivery of inmate mail, including the handling of privileged or legal mail in accordance with county policies and applicable laws.

The solution must offer multilingual support, including English, Spanish, and Vietnamese, for user interfaces, instructions, and notifications. It should support collect calling, including completion of calls to cellular telephones according to regulations, and feature robust security measures such as automatic call termination upon detection of tampering or unauthorized activities. Additional requirements include call identification, messaging, call control, system administration, monitoring, recording, and investigative functionalities. Mail scanning services are expected to digitize all non-legal inmate mail in compliance with county and legal requirements.
