DESCRIPTION


A vendor is sought to provide a web-based, vendor-hosted English Language Arts (ELA) assessment and instruction program solution for students in grades K–8. The system must offer online, computer-adapted diagnostic assessments and growth monitoring evaluations aligned with grade-level standards. It should assess student proficiency on specific standards while integrating blended lessons and activities supporting both online and offline formats.

The solution is required to support automated, customizable individual learning progressions using computer-assisted instruction, which assigns supplemental instructional materials and activities based on skill advancement. Immediate corrective feedback, remediation for struggling students, and enrichment opportunities for advanced students should all be included. Instructional content must emphasize foundational reading skills, fluency, comprehension, vocabulary, speaking, and writing, especially for grades K–5, with scaffolding and practice opportunities.

Engagement strategies, both implicit and explicit, should be used to maintain student motivation. The system should be based on the Science of Reading research, offer user-friendly reporting with performance bands and growth targets, and provide parent reports on diagnostic outcomes. Support for Response to Intervention (RTI) progress monitoring, auto-provisioning of student information, and single sign-on capability are also required. The platform must be fully integrated to deliver assessment, instruction, and reporting, and include multi-level security and permissions for administrators, educators, and students.
