A Michigan organization is seeking a vendor to provide a web-based, software-as-a-service (SAAS) platform for emergency outdoor weather alert sirens. The platform must automatically alert staff about potentially severe weather approaching the county and allow for continuous, real-time monitoring with 24/7/365 operation. Core requirements include radar and satellite data visualization, automated multi-channel alerting (e.g., SMS, email, mobile app), and a mobile-optimized interface or native mobile application with either unlimited users or per-user pricing.

Alerts must be customizable, supporting custom polygons beyond county borders and reaching users within 30 seconds of official weather event notifications from the National Weather Service (NWS). The solution should monitor lightning and wind speed—enabling custom notification radii and wind speed thresholds—and must offer role-based customization of alerts. All alert types should encompass NWS products and provide historical data for after-action reports. Additionally, the platform should facilitate the import of custom GIS data to coordinate monitoring of critical infrastructure alongside vendor-supplied datasets.
