DESCRIPTION


The Delaware public health department is soliciting proposals for a web-based early notification electronic surveillance system as part of its Syndromic Surveillance System project. The objective is to enhance public health surveillance by developing a robust, real-time monitoring platform capable of detecting emerging health trends and potential outbreaks. The system will integrate data from sources such as hospital Electronic Medical Records (EMR), including both inpatient and outpatient data, the Health Information Network (DHIN), and the infectious disease surveillance system Epi Lab Insight (DELI), providing actionable insights for public health officials.

Vendors are expected to deliver a Software as a Service (SaaS) product detailing its core functionalities, such as user login, application use and navigation, application configuration, user screens, and reporting, including screen samples for each function. The system should support management of inventory, distribution, information, and laboratory testing, be fully web-based and accessible to internal users, and provide 24/7/365 online support via a web portal. Requirements include system performance optimization for fast user interface and reporting, off-site daily backups, a disaster recovery objective of under 24 hours, and comprehensive support services including upgrades, hotfixes, and patches. A pre-bid meeting is scheduled for May 4, 2026, and questions must be submitted by April 27, 2026.
