DESCRIPTION


A California port authority seeks a vendor to develop and implement a web-based digital twin platform for its port infrastructure. The objective is to deliver a turnkey solution that creates a dynamic, data-driven virtual representation of the port’s physical assets, processes, and systems. This living digital model will integrate real-time spatial and operational data, supporting a unified spatial environment that incrementally connects systems, datasets, and workflows.

The digital twin platform will incorporate critical datasets and analytical tools to proactively identify issues, enhancing navigational safety, emergency preparedness, and regulatory compliance. The solution should digitize high-impact workflows, such as field inspections and capital project mapping, to reduce paperwork, avoid rework, shorten review cycles, and improve coordination between departments.

A key requirement is the integration of a robust data management strategy to maintain the operational accuracy, security, and integrity of the digital twin. The platform must include a security operations dashboard and a web-based capital project mapping interface, allowing authorized users to visualize, filter, and update project information. The vendor will also be responsible for developing a comprehensive 3D digital basemap using the Esri platform, supporting both 2D and 3D visualization with existing and new data to reflect key physical, structural, and environmental features of the port. Real-time or near-real-time field data entry should be supported to eliminate redundant processes and enhance record accuracy. The contract will be for a period of three years.
