DESCRIPTION

The client is seeking a vendor to provide a web-based digital building code research platform. The solution must allow authorized users to access, search, and interact with building codes and related regulatory materials essential for plan review and inspection activities. The platform should provide lawful and up-to-date access to all relevant codes, ensuring that all content is maintained and updated regularly to reflect the latest adopted versions and amendments.

Key requirements include AI-assisted code research or question and answer capabilities, tools to analyze construction drawings, 3D models, or project documents for code-related inquiries, and features that help staff efficiently identify the applicable code sections during plan review. The system should support subscription-based access for approximately 50 users within the Building Safety Division, with secure and reliable web-based access from both office and remote locations. Administrative controls for user management, searchable access to various codes (building, fire, residential, mechanical, plumbing, energy), and collaboration tools such as shared projects, folders, and notes are essential.

The selected solution must ensure minimal downtime, provide robust search, filter, and navigation tools, and facilitate note or comment sharing among team members. All code references and updates should be consistently maintained, and the platform must support multiple users with suitable administrative permissions.
