A Michigan municipality is seeking a qualified vendor to provide a web-based comprehensive permit management software solution for its water and sewer utilities. The new system will replace the current Smartsheet-based permit management process with a modern, flexible solution capable of supporting diverse workflows and seamless integration with existing city applications. The intended platform must efficiently manage and track permitting projects from initial submission through approval, supporting both permitting and inspections while automating significant aspects of these processes.
The software should feature a user-friendly online portal for public access, streamline business processes, improve customer service, increase operational efficiency, standardize system usage, and incorporate industry best practices. It is required that the system be GIS-based, supporting direct interfacing with the city’s ESRI-based GIS programs and broader data management infrastructure. Additionally, the platform should be intuitive for both internal staff and external applicants, offer customizable workflows for permit routing, approvals, and compliance checks, and enable mobile field operations such as submitting and completing inspection requests via handheld devices. Customizability for additional process management tasks beyond routine permitting is also desired.
The contract period for the solution will be two years. Vendors will have opportunities to seek clarification during the procurement process, with a pre-proposal conference scheduled and a deadline for submitting questions.
