DESCRIPTION


The State of Maine seeks a vendor to develop a suite of web-based climate resilience tools. These tools are to include a geospatial database and viewer for comprehensive risk assessment, as well as a website and associated database that provides an online portal for resilience resource navigation.

The scope encompasses creating an Online Risk Data Hub, a geospatial and data-centric platform integrating climate hazard and exposure information sourced from state and authoritative data providers. This platform will become the foundational information system supporting the State Resilience Office's data management and community assistance operations, offering robust visualization, summary tools, and screening-level analyses for vulnerability and resilient design assessments in local and regional planning.

Additionally, the project involves building a Community Resilience Hub with parallel architecture—delivering a user-facing portal that connects communities to guidance, tools, and funding aligned to climate resilience. All resources can be reviewed, published, updated, or archived through role-based curation workflows, with a consistent branding and interface across platforms. The tools will support visualization and comparison of both geographic and thematic data at multiple jurisdictional levels, and will enable interactive viewing, overlay, and comparison of state datasets.

The contract will span one year, and all vendor questions are to be submitted by March 30, 2026.
