DESCRIPTION


The Naval Air Systems Command (NAVAIR), Program Executive Office for Unmanned Aviation and Strike Weapons (PEO (U&W)), Strike Planning and Execution Systems Program Office (PMA–281) is conducting market research for sources capable of supporting the continued agile software development of the Weaponeering and Stores Planning (WASP) program. The objective is to develop and deliver software solutions using Agile methodologies, DevSecOps, and CI/CD pipelines, ensuring compliance with cybersecurity requirements and seamless integration with Department of War (DoW) systems. The effort will require classified software support and iterative delivery to meet evolving operational needs.

The WASP architecture utilizes a modular, N-tiered design with distinct presentation, business logic, and data layers, supporting both U.S. Navy and Foreign Military Sales customers. The architecture’s flexible data tier allows for platform-independent source code, promoting efficient integration of new aircraft platforms and database updates. NAVAIR is seeking responses from U.S.-owned firms with the requisite insight and capabilities to support the WASP program. The government intends to retain unlimited data rights to the software developed under this program.

If no alternative responsible sources are identified, a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be issued to the incumbent. The anticipated period of performance is from Q1 FY27 to Q1 FY32. Companies possessing the necessary capability, experience, and facilities are invited to respond for consideration in future acquisition strategies.
