The project requires vendors to provide a complete water metering and automated meter reading system, which may be based on either radio frequency-based automated meter reading (AMR) technology or advanced metering infrastructure (AMI). The scope of work includes furnishing water meters and registers, radio frequency components, data collection equipment, and relevant data collection software. Training for the implemented system is also required.
Route management software must be provided, enabling meter-reading routes to be downloaded into collection devices for reading meters via radio frequency signal. The system must facilitate a proper interface file from the billing system, standardizing the interface and enabling technical assistance. All relevant route and account information shall be managed by the host billing system, including account numbers, current readings, and range data.
In addition, the meter reading route management software must support loading and unloading of data into collection devices, reporting of collected data, and transferring this information back to the host billing system. The solution should allow real-time route status updates, such as the number of meters read, unread, and percentage completed. A web-based platform for continuous reading and multi-purpose billing software is required, with features to easily view read/unread accounts and ensure data integrity in every message.
