DESCRIPTION


The City of Corona, California seeks a qualified vendor to conduct a comprehensive performance audit of its franchise waste hauler’s operations. The audit will encompass the most recently completed fiscal year (FY 2025 – July 1, 2024 to June 30, 2025) and year-to-date in FY 2026. Key focus areas include an assessment of the accuracy and consistency of customer billing based on actual service levels, verification of franchise and other city fee calculations, and evaluation of compliance with established performance standards and reporting protocols.

The scope further requires validation of reported diversion percentages and supporting documentation, evaluation of route efficiency and organization with an emphasis on minimizing missed collections, and analysis of the effectiveness of customer service and issue resolution processes. The vendor will also review vehicle and worker safety records as they relate to contract compliance, and identify any systemic risks, inefficiencies, or opportunities for operational improvement.
