Organization overview and procurement intelligence available on paid plans.
The government authority in San Antonio, Texas, is seeking a vendor to provide voluntary vision plan services for its eligible civilian employees and retirees. The selected vendor will be responsible for administering eligibility and enrollment for a fully insured vision care plan, ensuring that the level of benefits remains consistent with the current summary plan. No covered employee, dependent, or retiree should lose benefits due to a change in the vision plan carrier.
Key responsibilities include managing plan administration, claims payment, customer service, and providing both a customer call center and a web-based customer portal accessible in English and Spanish, supported by bilingual staff. The vendor must supply weekly eligibility data via Secure File Transfer Protocol to Benefit Focus and oversee eligibility, billing, payment processing, and reconciliation activities. The plan's current premium structure is based on four coverage tiers: employee only, employee and spouse/domestic partner, employee and child(ren), and employee and family. Vendors will also be expected to conduct meetings and provide detailed reporting as required by the authority.
A pre-submittal conference is scheduled for April 27, 2026. All questions regarding this RFP must be submitted by May 1, 2026.
