The State of Hawaii is seeking a vendor to provide a comprehensive system for registration, maintenance, and dissemination of vital records. These records include births, deaths, marriages, adoptions, and fatal deaths, along with other vital events. The system must support agency staff functions to record modifications such as amendments and adoptions.
To enhance public service efficiency, the platform should facilitate certificate orders and payment processing, both in-person and via a public-facing portal, and integrate seamlessly with certificate issuance. The vendor is expected to supply a list of modules available upon contract award, including options like Core Database, Birth, Death, Marriage, and Online Ordering modules. Technical requirements include compliance with architecture, security, and integration standards, as well as scalability, configurability versus customization, performance, and reliability.
All questions regarding the RFP must be submitted by March 13, 2026. The contract is slated for a one-year duration.
